Well first lets open up a image i will be using this image of this awesome car. |

Now head over to your filters tab--->brush strokes-->dark strokes or follow this image. |

after you click on that- settings will pop up follow this image and apply the settings accordingly. |

After you apply the settings your done and your image should and will have a cool Pastel Drawing effect. |
